    Jim Announces Grant to Alleviate Stormwater Mandate Costs

    BOSTON-State Representative James E. Vallee, D-Franklin, today announced some financial relief for the Town of Franklin and its businesses, as the state's department of environmental protection plans to commit $100,000 to the Charles River Watershed Association for costs associated with implementing new stormwater regulations for three communities along the Charles River-Franklin, Bellingham, and Milford. The grant will help fund what the DEP has called an "online phosphorous trading system."

    Jim Visits Franklin's Kennedy Elementary School, Congratulates Students on Improved Test Scores

    FRANKLIN - Rep. James E. Vallee, D-Franklin, today congratulated students at Franklin's John F. Kennedy Elementary School with an assembly and an official citation for being named a "Commendation School" by the state's Department of Education.

    The recognition comes after 93 percent of Kennedy students met the state performance target on the MCAS exam in English and math.

    "I'm so proud of our students for this great accomplishment," Vallee said.

    Town of Medway to Receive State Aid for Middle School Rehab Project

    MEDWAY - A $10.6 million commitment from the Massachusetts School Building Authority has brought the town closer to upgrading its middle school.

    The authority voted yesterday to fund about half of the building's repair costs. The entire project is budgeted at $22.1 million, and targets a series of structural and internal shortcomings.

    An accelerated reimbursement schedule with the state helps the town save on interest, said state Rep. James Vallee, D-Franklin.

    Rep. James Vallee, D-Franklin, announced nearly $10,000 in grants for Franklin and Medway cultural councils.

    Jim applauds opening of affordable senior housing in Franklin

    FRANKLIN - Politicians, town officials and dozens of smiling seniors yesterday celebrated a new and long-awaited 50-apartment affordable-housing project for seniors on town-donated land.

    "Facilities like this are very important. ... I look out and see people I've known long before they were senior citizens," Vallee said. "It's nice to know we're fortunate in having these facilities built here. We really don't have enough of them, and this is something that's absolutely necessary."

    Franklin to receive funding to defray costs of storm-water regulations

    BELLINGHAM - The EPA yesterday announced $300,000 in funding to help some area towns deal with stormwater woes.

    Bellingham, Franklin and Milford will use the money to devise effective ways to reduce pollution running into the Charles River.

    State Rep. James Vallee, D-Franklin, thanked the congressmen for their efforts, while state Sen. Richard Moore, D-Uxbridge, acknowledged the grant's significance.

    Medway's Shaw Street to Re-open, Thanks to State Funds

    MEDWAY - After about a year closed to traffic, a street that was once caving into the Charles River is set to reopen later this month.

    The delay in getting the work done, said Selectman Dennis Crowley, was originally due to the town not having enough money. However, last summer state Sen. Karen Spilka, D-Ashland, state Rep. Carolyn Dykema, D-Holliston, and state Rep. James Vallee, D-Franklin, secured $440,000 from the state to complete the project.

    "It's my belief the peer-to-peer student aspect of anti-bullying is the most critical piece. Students know what's going on with their schools, and they look to peers for support," Vallee said.     Jim Votes to Close Obscene Messaging Gap

    FRANKLIN - Rep. James Vallee, D-Franklin, yesterday voted on an amendment provision to outlaw the sending of obscene material to minors through any form of electronic communication.

    The amendment was passed by the house, and is a response to the Supreme Judicial Court's Feb. 5 finding in the Commonwealth vs. Zubiel that instant messages did not fall in the list of prohibited methods for sending obscene material to minors.

    "This amendment's passage signals Massachusetts swift action to address the realities of 21st century communication,'' Vallee said. "Children's safety should always be our priority as legislators, parents and citizens."

    Jim Files Legislation to Implement a Fully Automated Toll Collection System

    Vallee filed a short bill last Wednesday that gets straight to the point: "Notwithstanding any general or special law to the contrary, the Massachusetts department of transportation shall be directed to implement a fully automated toll collection system within 3 years of this act's passage.''

    Vallee, a Democrat who represents the towns of Medway and Franklin, said he wants a phased-in approach, with plenty of warning to Pike drivers to purchase Fast Lane transponders. He believes the state would not have to purchase new technology, which could cost hundreds of millions of dollars, immediately.

    "The technology is already there,'' he said. "Initially, it would be an expansion of the Fast Lane technology.''

    Jim Announces Council on Aging Grants for Franklin and Medway

    Despite a tight budget, state Rep. James Vallee, D-Franklin, has announced that more than $30,000 in state funds has been awarded to area Councils on Aging.

    On Friday, Vallee said Franklin was awarded $22,841 and Medway received $10,346.

    "In tight budget years (the state) is generally cutting programs, but this particular program went up" he said Monday. "It's indicative we're satisfied with the way grants are being utilized."

    BOSTON - State Rep. James Vallee, D-Franklin, yesterday accepted an award for his effort to stop state pension funds from investing in companies working with Iran.

    Two Jewish organizations recognized Vallee and others with the Legislative Achievement Award at its annual legislative reception at Suffolk University Law School yesterday afternoon.

    Jim Takes Part in the Consecration of The Anglican Church of the Redeemer

    FRANKLIN - After being without a place to hold services for nearly two years, the Anglican Church of the Redeemer has found a place to call home and will dedicate it Sunday.

    The congregation moved into 31 Hayward St. earlier this month after holding services at Franklin High School every Sunday. A consecration by Bishop William Murdoch of the Anglican Diocese in New England, and citations from state Rep. James Vallee, D-Franklin, will officially recognize the space as a church at tomorrow's dedication ceremony.

    Jim Speaks to Franklin Firefighters about recent Grant

    FRANKLIN - State Rep. James Vallee was all smiles yesterday as he discussed the $135,000 headed to the Franklin Fire Department to maintain its services.

    The federal American Recovery and Reinvestment Act is distributing $11.6 million to 85 fire departments across the state. Vallee, D-Franklin, joined Fire Chief Gary McCarraher, Deputy Chief Paul Sharpe and Capt. Steven Sims at the East Central Street headquarters yesterday morning to share the good news.

    "This is about keeping firefighters," Vallee said. "We're trying to keep as many guys here as we can."

    Franklin Gets Money for School Building

    FRANKLIN - The Massachusetts School Building Authority has just reimbursed the town over a million dollars ($1,040,348) for the addition and renovation of the Jefferson Elementary School and Remington Middle School building on Washington Street.

    Renovations to the building began in 1994 and were completed in 1997. Reimbursement payments began that year, and will continue until 2016. The total grant for the construction is $19.5 million.

    The MSBA inherited the payment obligations from the former school building assistance program administered by the Department of Education.

    The MSBA has distributed $70 million in payments to 71 cities, towns, and regional school districts, and is currently working with municipalities to invest $2.5 billion in schools across the state.

    Jim Honors 90-Year-Old Veterans

    FRANKLIN - A group of World War II veterans who will reach 90 years of age in 2009 were recognized yesterday by residents and town and state officials.

    The event, held at the Senior Center, featured the nine newest members of "Franklin's 90s Brigade." The group is now in its third year of recognizing 90-year-old veterans.

    "These veterans are young in heart and in spirit," said Veteran's Agent Bob Fahey. "We gather today to honor and recognize them for their service."

    The newest inductees of the group include Raymond Brown, Louis Creasia, John Fitzpatrick, Henry Freniere, William Mahoney, George Mellen, Kenneth Miller, David Morrissey, Roland Trahan and Michael Vasti.

    During the ceremony, state officials honored the town's veterans with words of gratitude, thanking servicemen and women not only from the brigade, but throughout the community.

    "Never think it's too early to tell people how grateful you are for their service," said state Rep. James Vallee, D-Franklin.

    Jim and Governor Patrick See First-Hand Results of Chapter 70 Funding

    FRANKLIN - During a visit to the Jefferson Elementary School yesterday, Gov. Deval Patrick stressed the importance of education funding through tough budget times.

    "We have protected funding for public schools," Patrick said. "That is about the kids and the value we place on them."

    Patrick visited the Jefferson Elementary School and Franklin Senior Center yesterday in a tour of the area prompted by state Rep. James Vallee, D-Franklin. Vallee hoped Patrick could catch a glimpse of a community and school system that is directly affected by state funding during a time when the state is facing financial hardships.

    "I wanted to bring the governor here to show him just how much funding affects our district," Vallee said. "Quite frankly, I'm concerned about the future and I want to show the governor and community that we are 100 percent committed to maintaining education funding."

    In June, Franklin's Chapter 70 school funds were reduced by 2 percent, meaning $574,000 was cut from the school's budget. Another $219,000 was also cut from the district's stimulus funds.

    "You see in children's faces how much they enjoy going to school every day," Vallee said. "We should support them."

    Vallee also said it is important that the state "maintains its high standards" in education.

    Group Recognizes Jim for his Work Protecting Victims

    FRANKLIN - A 2002 tragedy served as a harsh education for Rep. James E. Vallee.

    That year, an acquaintance of Vallee, Alexandra Zapp, was raped and murdered at a Burger King rest stop in Bridgewater. Her attacker, 40-year-old Paul J. Leahy, was a convicted sex offender.

    "I knew her through friends, and when that happened it was just unbelievable," Vallee said. "It really, really was a shock to me."

    The crime made the Franklin Democrat an advocate for victims of sex crimes, pushing for legislation to track and rate convicted sexual offenders and toughen laws for sexual offences against children.

    Vallee's efforts were rewarded last week when he received the second-annual "Spirit of Compassion" award from Community VOICES, a statewide victim advocacy group.

    "It's very satisfying, particularly for this organization and also for this issue," Vallee said in an interview last week. "I have been very focused on trying to pass laws that protect children and victims of violent crime, so it's very humbling and it means a lot to me."

    Past recipients of the award include other area legislators Sen. Scott Brown, R-Wrentham, and Rep. Karyn E. Polito, R-Shrewsbury.

    Laurie Myers, president and founder of Community VOICES, said Vallee has been a valuable partner to her organization, helping guide sex offender classification and victims' rights legislation through the State House. Myers said Vallee was quick to reach out to the group after its founding in 2004.

    "Jim was one of the first legislators that actually contacted us," Myers said. "A lot of victims want to come up to the State House with us and push for legislation, and he's always made himself available to us."

    Vallee said his conversations with victims have guided his work to safeguard the public against repeat sexual offenders.

    Jim Announces Franklin, Medway Cultural Grants

    State Rep. James E. Vallee, D-Franklin, announced Thursday that nearly $10,000 in state cultural grants have been awarded to nonprofit organizations in Franklin and Medway for 2010.

    The Massachusetts Cultural Council, a state agency which promotes arts, education, the humanities and science, has awarded the Franklin Cultural Council $5,870 and the Medway Cultural Council $4,000, which in turn will distribute the money to local programs.

    Jim aids Franklin in Receiving State Grant for Downtown Area

    FRANKLIN - Town Administrator Jeffrey Nutting accepted a $1 million state grant Wednesday that will be used for downtown improvements.

    Nutting said the town will use the public works economic development grant, which was announced in June, to focus not only on downtown but around the Dean/Franklin commuter rail station.

    The money will help pay for improvements to Main Street, Dean Avenue, Depot Street to Ray Street, and a municipal parking lot on Depot Street, according to state Rep. Jim Vallee.

    Jim Secures State Funds to Pay for Medway Street Repairs

    MEDWAY - The town will begin repairing a collapsed area of Shaw Street next month, thanks to local legislators securing $440,000 from the state, said Rep. James Vallee, House majority leader, D-Franklin.

    Over time, the Charles River, which abuts Shaw Street, began eroding the ground near the road and pulled the trees on the bank into the river, causing the road above to collapse, explained selectmen Chairman Glenn Trindade.

    "It's a shame, because that area used to be gorgeous, but they had to cut the trees down" due to the erosion, he said.

    The road, which connects Medway and Franklin, has been closed for more than a month after severe rains collapsed a portion of the road.

    About a quarter mile down Shaw Street, the right side of the road where the river bends is cracked deep and wide, with tree roots visible.

    The town would not have been able to repair the road this summer without the state funding, Trindade said.

    Even in the midst of a recession, state Rep. James E. Vallee, D-Franklin, knows how to secure money for his towns: "persistence and tenacity."

    Jim files bill that would boost victims rights

    FRANKLIN - Fed up with the justice system treating perpetrators with "kid gloves" while crime victims are often left unprotected, state Rep. James E. Vallee, D-Franklin, has filed legislation giving victims stronger rights in the legal process.

    Vallee, who is the House majority leader, said the law will help spare those who have survived a crime from some of the shortcomings of the courts. He hopes the move will help strengthen existing case law and make sure there is follow-though. Vallee also said it is not a partisan issue, is likely to have universal support and would not cost courts extra money.

    Franklin officials happy about local aid

    FRANKLIN - After hearing rumors that Franklin was going to lose $448,000 for the past several weeks, town officials say they are happy with the $31 million total state aid Franklin is due to receive.

    "We were very surprised we were level-funded. This was a pleasant surprise," said School Committee member Cora Armenio, adding that officials are still on their toes because "it's still not over."

    "This is the most frustrating budget season I've ever been in, and it's really no one's fault," Armenio said.

    Chapter 70 school aid is "the heart and soul" of Franklin's local aid, said Town Administrator Jeffrey D. Nutting, who is president of the Massachusetts Municipal Association. The town is expected to get $28.7 million in Chapter 70 school funds.

    "Hats off to Rep. (James) Vallee. We dodged a huge bullet - I didn't sleep" Tuesday night, before the House released its budget, Nutting said.

    Jim secures level-funding for local schools

    Rep. James E. Vallee (D-Franklin), House Majority Leader, announced today Franklin and Medway will receive level funding for local public education, as the House Ways and Means budget was released today with Chapter 70 dollars for Franklin and Medway at heartening levels.

    Franklin's Chapter 70 allocation totals $28,726,70, consistent with its Fiscal Year 2009 apportionment. Medway was level funded, too; the town's allocation totals $9,230,437.

    Each town is also slated to receive additional funding through a federal economic stimulus package for public education under the House Ways and Means proposal, according to Vallee. Franklin's local aid total, with the inclusion of this funding, would exceed $31 million; Medway's total would be nearly $12 million.

    Vallee Honored by Children's Trust Fund

    BOSTON - House Majority Leader James Vallee was one of two state legislators honored at the State House yesterday by the Children's Trust Fund of Massachusetts. Lt. Gov. Timothy Murray joined with the organization to proclaim April as Child Abuse Prevention Month.

    The event, called "Step up for Prevention," featured a display of 700 children's shoes to represent the average number of children abused in Massachusetts each week. Suzin Bartley, executive director of the fund, said Massachusetts has the second highest rate of substantiated child abuse neglect in the country.

    Making the rail trail a reality

    FRANKLIN - As it now stands, the 1.42-mile trail through Franklin State Forest looks like "a BMX course" or "mogul ski hills," but bicyclists, equestrians and politicians who gathered at the trail head yesterday envisioned a smoother path.

    The goal is to forge a trail from Franklin to Bellingham, and ultimately to Palmer in Central Massachusetts.

    FRANKLIN - James Vallee's budget filing, number-crunching days are over.

    The 42-year-old Democrat will no longer hold the title of assistant vice chairman of the House Ways and Means Committee on which he has served the last four years. Rather, he will be the new House majority leader, working alongside newly elected speaker, and former Ways and Means chairman, Robert A. DeLeo.

    Jim says public safety should top judges' dockets

    A top Beacon Hill lawmaker said public safety should be job one for all judges after a governor's councilor roasted a judicial nominee for saying he would use his power to protect law-abiding citizens.

    Garry V. Inge, nominated by Gov. Deval Patrick to the Superior Court bench in Boston, was blasted by Councilor Tom Merrigan on Wednesday after writing in his application that judges should sentence criminals "to maximize the protection of the public."

    Jim Takes Part in Unveiling of Town-Commissioned Statue

    FRANKLIN - With reddening ears and freezing fingers, more than 100 local dignitaries, volunteers and the entire fifth-grade class at Davis Thayer Elementary School gathered yesterday morning in the frigid cold to see the unveiling of a town-commissioned statue of a 19th century Franklin boy.

    The Franklin Fire Department will receive a state-appropriated grant through the Student Awareness of Fire Education (S.A.F.E.) program.

    Representative James E. Vallee (D - Franklin) has co-sponsored legislation to help the Commonwealth of Massachusetts locate and notify veterans who qualify for benefits under the Welcome Home Act.

    Less than half of qualifying veterans of Operation Enduring Freedom and Iraqi Freedom have received benefits available to them, according to testimony heard recently by the Legislature's Joint Committee on Veterans and Federal Affairs.

    It is difficult to maintain communication with the veterans upon their return, as the contact information provided from the Department of Defense (DOD) quickly becomes obsolete because veterans change residences, take new jobs, or continue their education elsewhere.

    Jim files bill to rename Franklin rink to honor Sergeant Robert "Rob" Pirelli.

    State Representative James E. Vallee (D - Franklin) today announced he has filed a bill to re-name Franklin's Veterans Memorial Rink in memory of Army Staff Sergeant Robert "Rob" Pirelli, a courageous Franklin native who lost his life while serving our country in Iraq.

    "The naming of the rink will honor Rob's memory and will serve as a reminder of his bravery and commitment to our country," Vallee said.

    The 29-year-old Green Beret lost his life in the Diyala Province of Iraq on August 15 after a gun battle. Pirelli joined the Army in 2003 after graduating from Franklin High School and Northeastern University with a degree in criminal justice. Family and friends described Pirelli as a standout member of the Franklin High Panthers hockey team who played right wing for three seasons before graduating in 1996. His teammates voted him the Most Improved Player his junior year and the Panthers' Unsung Hero his senior year.

    Jim files bill to protect minor children from high risk sex offenders.

    Representative James E. Vallee (D - Franklin) is targeting dangerous, highrisk sex offenders with a piece of legislation designed to further minimize their contact with children.

    An Act Prohibiting Persons Convicted of Certain Sex Offenses from Child Care Service prohibits convicted sex offenders in Massachusetts from working with minors, adding to the available tools already in place to target sexual predators in the Commonwealth.

    According to statistics compiled by the U.S Department of Justice's Bureau of Justice Statistics, convicted rape and sexual assault offenders serving time in state prisons across the country report that two-thirds of their victims were under the age of 18, and nearly 4 in 10 imprisoned violent sex offenders said their victims were aged 12 or younger.
